8.3 — Infrastructure Collapse
**Not the end of civilisation. The much more likely version: one of the systems everything depends on stops working for days.
Power, water, telecommunications, payments, or transport.
And the useful insight is that they are coupled — one failure produces the others — which is what makes a boring outage into a genuine problem.
The coupling
Worth understanding once, because it tells you what to prepare for.
Power fails.
Then: water pumping stops, so taps run dry within hours to days. Mobile towers run on batteries and fail within hours. Payment terminals stop, and cash machines stop. Fuel pumps stop, so you cannot refuel. **Traffic lights stop. **Refrigeration stops. **Lifts stop with people in them. Medical equipment at home stops.
And heating or cooling stops, which in extreme weather is the thing that kills people (5.10).
**So: a power cut is not a lighting problem. It is a water, communication, money, fuel and temperature problem.
Power
What to have
Light that is not your phone — a head torch, and battery lanterns rather than candles.
A power bank, charged. And a car charger, because a vehicle is a large battery.
A battery or wind-up radio.
Warm layers, or a cool room plan, depending on climate.
And a way to cook that does not need mains power — a gas cylinder stove, used with ventilation.
The rules
Turn off appliances at the socket so that the surge when power returns does not damage them, and so a heater does not come on unattended.
Keep the fridge and freezer closed. A full freezer holds for a day or more; a fridge for several hours (5.11).
Never use a generator, barbecue, charcoal or an engine indoors or in a garage. This is the single most lethal mistake in power cuts (6.2).
And check on anybody who depends on powered medical equipment. **Home oxygen, ventilators, dialysis, powered wheelchairs. These households need a plan agreed with their provider in advance and they should be first on your list.
Water
From 5.11.
Store three days minimum.
Fill containers and the bath at the first warning — before pressure drops, because once it goes there is nothing.
Know how to treat water: boiling is free and reliable.
And plan for sanitation without flushing. A lined bucket, a lid, absorbent material, and hand sanitiser.
This is the item nobody prepares and it is what causes illness in prolonged outages.
Communications
When the network goes
Text before calling. Texts use far less bandwidth, queue, and get through congested networks when calls do not.
The out-of-area contact (1.4). Local networks fail while long-distance frequently works, so a relative in another city can relay messages between people who cannot reach each other.
A battery radio for information.
And an agreed meeting point, which is the fallback when no communication works at all.
Conserve
Airplane mode with periodic checks. A phone searching for an absent network drains fastest.
Screen dark, notifications off.
Money
The failure people are least prepared for.
Keep cash, in small denominations. Card systems fail exactly when you need to buy something, and in an outage a shop that is open cannot take cards.
Small notes matter because nobody has change in an outage.
And keep some at home rather than only in a bank.
Transport and fuel
Keep the tank above half in any season where disruption is plausible. Fuel pumps need electricity, and stations run dry quickly.
Have a walking route home from work. Know it, and know roughly how long it takes.
And keep suitable shoes at work. This sounds trivial and it is the difference between a five-hour walk and an impossible one.
The two-week household
The standard planning target, and it covers essentially every realistic infrastructure failure.
Water for at least three days, and more if you can.
Food for two weeks, of what you eat, rotated.
A month of prescription medication.
Light, radio, power bank.
Cash.
Sanitation supplies.
Warm layers or a cool plan.
And a written plan (5.12).
The social layer
Which matters more than the supplies and is consistently underestimated.
Neighbours (1.4). In every prolonged outage, what actually happens is that people share generators, freezers, water, phone charging and information.
**A street where people know each other comes through an outage as an inconvenience. A street where they do not comes through it as a series of isolated households.
And the specific action: know who on your street is elderly, alone, disabled, or dependent on powered equipment. That list is the most useful thing you can have.
What not to worry about
Because the imagination goes to the wrong place.
Social breakdown does not happen in the way people expect (1.4). Prolonged outages have occurred in many places and the dominant pattern is cooperation, not collapse.
And systems get restored. Utilities have plans, mutual aid arrangements and crews, and the timescale for even severe events is usually days rather than weeks.
What actually causes harm in outages: temperature extremes, carbon monoxide from improvised heating and generators, lack of water and sanitation, medical equipment failure, and road accidents at dead traffic lights.
Every one of those is addressed by the ordinary preparation.
What to do with this page
A power cut is a water, money, communication, fuel and temperature problem. Prepare for the coupling, not for the lighting.
Fill containers at the first warning, before the pressure goes.
Keep cash in small denominations.
Text rather than call, and use the out-of-area contact.
Never run a generator indoors.
And know who on your street depends on powered medical equipment. That is the highest-value piece of information in this chapter.
