4.1 — Mesopotamia

Around 2100 BCE a man named Nanni wrote a letter to a copper merchant called Ea-nasir. The tablet survives, in the British Museum, and it is a complaint. Nanni's servant had been sent with money; the copper ingots offered were of poor quality; the servant was sent away empty-handed through enemy territory; and Nanni wants to know who Ea-nasir thinks he is, treating a man like him with contempt. He informs him that he will henceforth inspect every ingot personally.

It is the oldest known customer complaint, it is four thousand years old, and it reads exactly like a modern one. Other tablets found in the same house suggest Ea-nasir had a pattern.

This is what the invention of writing (Chapter 3.11) gives us: not just kings and gods, but a man being annoyed about copper. Mesopotamia is where recorded history begins, and this chapter is about how and why it began there.

The land between the rivers

"Mesopotamia" is Greek for "between the rivers" — the Tigris and Euphrates, in what is now Iraq, eastern Syria and southeastern Turkey.

The geography is harsh and it forced everything that followed. Southern Mesopotamia gets very little rain — under 200 millimetres a year, far below what grain needs. So agriculture there is impossible without irrigation, and irrigation is impossible without organised collective labour.

But when irrigated, the alluvial soil is extraordinarily productive, because the rivers have been depositing fresh silt on it for thousands of years (Chapter 1.9). Early Sumerian records suggest yields per unit of seed that were exceptional for the ancient world.

And the region has almost nothing else. No stone worth building with, no timber, no metal ore. Everything hard had to be imported — cedar from Lebanon, copper from Oman and Anatolia, lapis lazuli from Afghanistan, tin from further still. So Mesopotamia was a trading society from the beginning, not by preference but because it had grain and mud and needed everything else.

One more difference that shaped its politics. The Tigris and Euphrates flood in spring, at the wrong time for the grain harvest, and they flood unpredictably and violently, sometimes changing course entirely. Compare Egypt, whose Nile flood is gentle, annual and reliable. Mesopotamian religion is full of capricious, dangerous gods and stories of a flood sent to destroy humanity. Egyptian religion is full of order, permanence and cyclical return. The rivers are visible in the theology, and this is one of the clearest cases in this volume of geography shaping a worldview.

Sumer: the first cities

By around 4000–3500 BCE, settlements in the far south were becoming cities. Uruk is the first, and by around 3100 BCE it may have held 40,000 to 80,000 people, which would make it the largest settlement that had ever existed.

The Sumerian city-state had a recognisable shape. At the centre a temple to the city's patron deity, on a raised platform that became the ziggurat. The temple was not only religious — it owned land, employed workers, stored grain, lent seed and kept accounts. It was the largest economic institution in the city. Beside it, later, a palace.

Political authority evolved from council to king. The Sumerian texts remember assemblies of elders and of "men", and describe kingship as something that in emergencies was granted temporarily and then, in time, stopped being given back. The Sumerian word lugal literally means "big man". The office became permanent and hereditary because wars became permanent, which is the sequence Chapter 3.9 predicted.

And the cities fought each other constantly. The most detailed early record we have is the border war between Lagash and Umma over an irrigated field, which ran for over a century and generated the first known peace treaty and boundary stone. The first documented international dispute in human history is about water rights, which is worth remembering when reading Chapter 12.5.

What Mesopotamia actually invented

The list is long enough that it is easier to be specific than to summarise.

Writing, around 3300 BCE (Chapter 3.11), from accounting.

The wheel. The potter's wheel first, then the wheeled vehicle by around 3500–3000 BCE, with the earliest depictions on the Standard of Ur and pictographic tablets. Crucially the wheel is not obvious — it requires an axle bearing, which requires the ability to make a round hole through a fixed block and a matching round shaft, and it is useless without hard flat ground or roads. The Americas had wheeled toys and no wheeled transport, because they had no draught animals to pull them (Chapter 3.8).

Base 60 arithmetic and positional notation, from which come the 60 minutes, 60 seconds and 360 degrees you still use.

Astronomy as a record. Babylonian astronomers kept systematic observations of planetary positions for centuries, on tablets, and used them to predict eclipses and planetary events by arithmetic rules — without any physical model of what the planets were. Those records were still being used by Ptolemy in the second century CE, and modern astronomers have used them to measure the slowing of the Earth's rotation over 2,500 years (Chapter 1.2).

The law code. Not the first, but the most complete early one: the Code of Hammurabi, around 1754 BCE, 282 laws carved on a two-metre basalt stele, publicly displayed.

And the first literature. The Epic of Gilgamesh, assembled from older Sumerian poems, is the story of a king who loses his friend Enkidu and cannot accept that he too will die, so he goes searching for immortality and does not get it. It contains a flood narrative (Chapter 3.10) and it ends with Gilgamesh returning to his city and looking at its walls — the only immortality available being what you build and leave behind. It is four thousand years old and it is about grief and mortality, which are not subjects that have dated.

Hammurabi's code, read properly

The code is famous for "an eye for an eye", and reading it in full is more instructive than the slogan.

It is not equal justice. Penalties depend on the class of both parties. If a noble blinds another noble, the penalty is blinding. If a noble blinds a commoner, the penalty is a payment. If a noble blinds a slave, the penalty is half the slave's value paid to the owner. The law encodes a three-tier society explicitly, and it is important to see that ancient law codes were not attempts at equality that fell short — they were designed to formalise hierarchy.

It is savage by modern standards. Death for theft, for receiving stolen goods, for a tavern-keeper who fails to report criminals, and for a builder whose house collapses and kills the owner. If it kills the owner's son, the builder's son is killed.

And yet the direction of travel matters. A written, published, fixed penalty is a limit on arbitrary power. "An eye for an eye" is not a licence for revenge; it is a cap on it — you may take an eye and no more, and if the offender is of the same class you may not take a life. Hammurabi's prologue says the code exists so that the strong shall not oppress the weak.

It also regulates the economy in detail: interest rate ceilings, wages for specific trades, liability for negligent irrigation flooding a neighbour's field, rules for deposit and debt, and — significantly — provisions that a debtor's family serving as debt bondage is released after three years. Debt cancellation was a recurring royal act in Mesopotamia, proclaimed by new kings, and it exists because compound interest on agricultural loans reliably drove the population into bondage otherwise (Chapter 3.9). Chapter 9.2 returns to this.

The empires

Sargon of Akkad, around 2334 BCE, conquered the Sumerian cities and built what is usually called the first empire — a state ruling many cities and peoples under one administration, with governors, a standing army and a common language of record. The Akkadian language, Semitic rather than Sumerian, gradually replaced Sumerian in speech while Sumerian survived as a learned and liturgical language, roughly as Latin did in medieval Europe.

The Akkadian empire fell around 2154 BCE, and a drought around 2200 BCE — the 4.2-kiloyear event of Chapter 2.8 — is frequently cited as a cause. The correlation is real; the causal weight is argued, and there were also invasions from the Zagros mountains and internal fragmentation.

Ur III, the Third Dynasty of Ur, around 2112–2004 BCE, is remembered for extraordinary bureaucracy — tens of thousands of administrative tablets recording the movement of every sheep and every worker. Then it collapsed, and the tablets show why in unusual detail: over-centralisation, salinisation of the fields (Chapter 3.7), Amorite incursions, and finally an Elamite attack.

Babylon under Hammurabi, then later under Nebuchadnezzar II, who rebuilt it magnificently, deported the population of Jerusalem, and is associated with the Hanging Gardens — for which, it should be said, there is no archaeological evidence at Babylon and a reasonable argument that the Greek accounts describe gardens at Nineveh instead.

Assyria, covered with Persia in Chapter 4.7, built the most militarily formidable state of the ancient Near East and the first genuinely large empire.

Why it ended

Southern Mesopotamia is now largely desert and its ancient cities are mounds. Several processes did it.

Salinisation. Irrigation without adequate drainage in a hot climate concentrates salt (Chapter 3.7). Sumerian records show wheat falling from a large share of the crop to almost nothing over several centuries, replaced by salt-tolerant barley, and then yields falling too. This is the first well-documented case of a society destroying its own agricultural base, and it took about a thousand years.

Rivers moved. The Euphrates has shifted course repeatedly, and a city on an abandoned channel is a city with no water. Ur was a port; it is now about 200 kilometres from the sea, because the combined delta has built outward.

And the centre of gravity moved north. Later empires — Assyrian, Babylonian, Persian, Abbasid — built their capitals further upstream, and southern Sumer became backwater and then desert.

Where this shows up in your life

Your clock and your compass. Sixty minutes, sixty seconds, 360 degrees — all Babylonian base 60.

Your week. The seven-day week, with days named for the seven visible moving objects in the sky — Sun, Moon, Mars, Mercury, Jupiter, Venus, Saturn — traces to Babylonian astronomy, passed through Hellenistic and Roman practice. The Sanskrit day names are the same seven bodies in the same order — Ravivara, Somavara, Mangalavara, Budhavara, Guruvara, Shukravara, Shanivara — which is strong evidence of transmission, and Chapter 15.1 works through it.

Your contracts. Written agreement, witnessed, with stated penalties for non-performance, deposited with a third party. The form is Mesopotamian.

Your interest rate. The concept of a fixed percentage return on a loan of grain or silver is first documented here, along with the first legal ceilings on it and the first debt crises (Chapter 9.2).

And a caution worth carrying into the rest of this volume. Southern Iraq was the most advanced, most productive, most literate place on Earth for well over a thousand years, and it is now a salt flat with mounds in it. Nothing about being the centre of the world is permanent, and Chapter 16.2 is built on this observation.
